As of July 1, 2025, the first phase of Virginia’s expanded polystyrene (EPS) food container ban is officially in effect. Under the law, food vendors with 20 or more locations are now prohibited from using foam containers for food and beverages. The second phase of the ban, which will apply to all remaining food vendors, will take effect on July 1, 2026.
To support this transition, Hampton Roads localities have partnered together through askHRgreen.org to offer “foam-free” sample kits to local restaurants. These kits are designed to help small businesses test alternatives and find the best fit for their operations. Additional waste-reduction resources like “BYO-To-Go” promotional materials and “Waste Warrior” activity booklets for young patrons are also available to support businesses through this transition.
